How about 6 or 8 connections per IP limit?  Sorry, I really meant 12-16.

Another idea:  is it possible to limit the number of FTP connections
trying to download the same file?
Is there a problem with a single user trying to simultaneously download
100 different files using "download accelerators"?

There is no IGLU Cabal.  Some people abused the Cabal Founding
Application, and the nature of abuse was such that no simple numerical
limits could solve the problem without hurting legitimate users.
