Does anyone know how to get the Hebrew keymap working in Gentoo (so that
I can type in Hebrew in KDE).
I have edited the KEYMAP variable in /etc/rc.conf, and added Hebrew and
the 'il' keyboard in KDE, but I can still only type in English (even
when the keyboard applet shows 'il').

I had a similar issue in my Debian, what i found out was, that kde uses xkb to
switch keymaps and in my case the keymap was faulty (it wasnt hebrew but
still it had the same symptom) what worked for me was - get a good keymap
file and put it in /etc/X11/xkb/symbols under the name of the keymap
