This has been a long standing question and I have an answer. It may not be the only answer, but here is one that worked for me with a minimum of effort. I have spent more time, and here is more (hopefully useable) information. I am using Zorin 7 x86 version. (It's an UBUNTU derivative)

The RTL2382+E4000 sticks became very popular when it was discovered they can be used for SDR (Software Defined Radio), by giving raw access to the A/D output coming into the DVB-T decoder. When the demand skyrocketed, eBay prices went up. Also, as far as I know, the E4000 chip itself is no longer
