The newly added generic crypto abstraction for file systems operates
on 'struct bio' objects, which do not exist when CONFIG_BLOCK is
disabled:

[-Werror=implicit-function-declaration]

This adds a Kconfig dependency that prevents FS_ENCRYPTION from being
enabled without BLOCK.
