Try playing with different term variables in putty
I'm using rxvt and Esc[n~ settings (terminal - keyboard in Putty) and
I can use allmost all of keyboard function keys
You can try http://www.autohotkey.com to simulate your missing combinations
For example type ctrl+6, c , f1 in your dosemu
