here is yet another version. There must be a cleaner way to
do this, but this appears to at least work so I'd like to let
it sit for awhile and see how it goes.
(The reason for splitting up the libcap and
CONFIG_SECURITY_CAPABILITIES checks is that if libcap isn't
there then the test
