One of the reasons is that nobody has submitted a proper patch yet. I'll let

Hi Harshitha, 

Logitech B990 is not supported by Linux-uvc yet. and regarding sys/v4l2 they 
belong to gstreamer not v4l2 code. so just apply the v4l2 related patches and 
use v4l2 sample capture program to read the raw h264 stream. You can test the 
stream by playing it using vlc or mplayer (totem).
