attached serial device and allows them to send a debug message? By
default the message should do a printk(). The zb-debug messages need
to be legal in any state the serial driver may be in.

I'm sorry it looked like we are ignorant on 'not all packets dumped by
tcpdump/wireshark' issue.
During the weekend I've commited support for so-called 'monitor'
network devices which will dump
all packets passing through the radio. You will need to update your
kernel and users
