Sometimes your modem will need a reboot to clear the ARP cache(or something similar). This was my experience at least with the Netgear DCR 3000 modem. The interfaces come online one at a time during setup of CARP and I believe this is when it was stuck. Reboot cleared it up. -- Justin Edmands
