Installing the handler too early, or rather handling the signal too early,
gives the application no time to finish its job in time, and the test fails
anyway.

It looks like the problem is that the test application odp_l2fwd_simple never
quits its main loop. The loop is exited when a variable is set to one, which
happpens upon receiving a SIGINT signal.
