Someone is loading the log4cxx wiki with link spam. I say this because I
have been getting notifications with the changes. Can anyone lock it down
in some fashion?

I opened an issue for that:

This is what we usually do: the admin group needs to allow
contributors manually. It works well for other wikis i participate.
Once infra does the change, it should be ok.
