How to specify syslog encode?

Hello. I would like to ask how to specify syslog encode. I assume only default encoding is used because of SyslogWriter create byte array without specifying encode. Are there any plans to support specifying syslog encode? Otherwise, I make patch for it. What can I do to be accepted this patch?
