User error. The dll must be in %SystemRoot%/System32 specifically. It
cannot merely be on the path.

No problems... yeah, it's the NTEventLogAppender.dll. According to the make
file, the resources are included in the DLL.

Hey Joel,
It's a limitation with the Windows NT Event Log in general. Those messages
are categorized at compile time with the Windows message compiler. You can
add additional message categories in the NTEventLogAppender.dll, but you
can't (AFAIK) add them at runtime.
