As mentioned, I have set up buildbot to produce RAT reports for us.
Basically RAT determines how good we are at putting in the appropriate
Apache License Headers into our source code.

The latest RAT report for Log4PHP can be found at:

http://ci.apache.org/projects/log4php/rat-report.html

We can also get .txt or .xml versions. For now we can check the above page
to see how we are doing - it is regenerated and checks against any new code
after every commit so within a few minutes it's up to date.

Sometime soon I can set it up so buildbot emails this list with any failed
RAT reports - can I have suggestions on frequency of this report, once a
week or once a month maybe - we can always check online at the above url in
the meantime. Assuming you want the report emailed at all, let me know.

As you'll see from the above report, we have ONLY ONE file without an
appropriate License Header in the src code; that is excellent. I won't
bother opening an issue for that one file but will fix it up later. I will
spot check some other files but RAT is quite accurate these days.
