Dave,
I would recommend using the LON-CAPA spreadsheet to implement this
grading scheme for display of grades within LON-CAPA.
As regards export to Blackboard Learn, it would be straightforward to
modify the existing grade export script used in your domain (for which
I implemented some speed-ups at the end of last year) to support
points calculations that incorporate number of tries used, given that
the number of tries used by each student on each problem part are
already available in the md5_<courseid>_performance table for each
course.

One of the outcomes of my previous work on grade export for purdue is
that the next LON-CAPA release includes a new domain configuration
(and associated changes in LON-CAPA internals):
"Default lifetime (since last update) can be set for 'temporary' MySQL tables
containing student performance data (course's homeserver only) by course type,
(can be overridden in a specific course via DC's 'View or modify a course')."

score (1 attempt and correct = 1 point, 2 attempts and correct = 0.5
points, more than 2 attempts or incorrect = 0 points). I would

I don't know if this is something that would need to be coded into
each problem or something that we would need to code into LON-CAPA
somewhere else, or if there would be a way to do this with
