Try deleting the file ~/.config/Trolltech.conf (make a backup first)
and then check.
You may also want to try out some other application like Clementine to
see if they all are being affected.

I tried it out, it works for me. I tested it with Clementine, which
app are you
mod | grep bluetooth to
see if it is loaded or not, if it returns empty then it's not loaded.
As for the bluetooth related packages, I'm not sure maybe someone else
can point out the relevant packages specific to Lubuntu as I have a
lot of other packages installed as well, I believe re
