It seems to me that file truncation is a bad thing - i.e., file writes are not
completed. Is this an invalid assessment?

No, it's not a bad thing. It's just another operation like others.
When apps do truncate() call, the punch RPCs happen.
When apps do open(O_TRUNC) call, the punch RPCs happen too.

It is called when truncating a file - afaik it is showing you the number of
truncates, more or less.
