this patch adds FormRef and FormError to fine family of the dialogs ported
to Gnome frontend. These dialogs are implemented using an "action" area
to make the work with references as fast and convenient as possible and
scanning error messages less disturbing.

Attached is a patch implementing Allan's suggestions about a FormInset base
class. I've actually implemented three small new classes:
FormBaseBI and FormBaseBD are base classes for Buffer Independent and Buffer
Dependent dialogs respectively. FormInset is, in turn, derived from
FormBaseBD.

LyXLex::GetFloat to convert ',' to '.' :)
