I have forwarded your message to the lyx developers list.
About your request, I think a lyx document _layout_ will be a
two step process unless there already is a LaTex document _class_
existing for Texas legal forms.
So what you need is a latex document class and a lyx document
layout.
Do you plan to offer som money for the job?
I am sure that if others on the developers list want to help
you with this they will send you a mail. (Do we have some
users/developers in Texas?)
