and Ventura 13.1
After an unsuccessful launch open Systems Preferences -> Privacy &
Security and you might find a butto to allow it anyway.
You can also issue
sudo spctl --master-disable
it will ask you for your password and you must be an admin for this.
If you try again it should go through.

Hi Daniel
Please note that Time Machine may not work for going back from macOS13 to
macOS12. At least it did not work in my case. I also realized that macOS13
changed the format of the Photos library so that I could not read it with
macOS12 after reinstalling the old operating system
