I wrote a document in book (KOMA-Script), and I did almost similar to what you want, but I don't know whether it is exactly what you are expected. In Part environment Part I Ctrl+Return Big title Ctrl+Return Smaller subtitle then add LaTeX command ERT (but here I did not put the Part No)
