how to install lyx on windows

I have asked this before, but there were different opinions on how to proceed (texlive vs miktex). A colleague of mine in Trondheim  (Norway) has his son at home in these days and he would like to help his father in installing. What should he use? I am on Linux and can't help therefore.

It was rather surprise for me that installing LyX in Linux seems to be much more complecated than in Windows. In fact, I have no experience in Linux... Why there is hard to find install. exe file for LyX at lyx.org? Is it true taht that words Major Linux distributions take care of LyX binaries
