How do you add a converter?

I'm in the process of getting set up on a new computer. I want to add a converter for Scrivener that was given to me here that I have on the installation on the old computer, but the add button for doing that is greyed out. Thought maybe if I had a file open it would become available, but not

Open a new file, use Document Settings Language to set your preferred peculiar dialect of English and click Save as Document Defaults. The UI setting is just that -- it governs the user interface. File New uses whatever your recorded document defaults are. Paul

I'd like to shorten the size of the onscreen label for various insets (Label Index and so on), as I find them very distracting when writing. I vaguely remember a discussion about this, but I cannot find any trace of it in the lists, or on Google, or in the customization manual. Perhaps I am not
