Before exporting from Lyx to HTML, is there a way of providing
alternate text for the figures.
I see in the graphics dialog box there is space for for some Latex
code and I am hoping this might provide the mechanism.

Directly from LyX?, not that I know. But you can later transform your PDF to a tagged one. I don't
know how exactly, so please google a bit around.

If you mean Keywords in the PDF properties: the hyperref package does
that: pdfkeywords={tag1,tag2,tag3} as optional argument does that.
