No, it's a feature. If no extension is specified, LaTeX (the graphics package, 
for that matter) searches for the most suitable format for the given 
processor. So if you have \includegraphics{myfile} and two files myfile.eps

output and the PDF file for PDF output.

If the EES cannot deal with this, it's probably a bug in the EES.

iirc ees doesn't accept pdf as a vector format of figures for submission and
while trying it you probably violate their instructions for manuscript
preparation. (i'm not sure whether this is mandatory for each journal
of elsevier though.)

Actually, I did upload both pdf and eps, but the the error message, as
I remember could not find eps,ps,..
perhaps they set \DeclareGraphicsExtensions to that particular formats.
But adding .pdf in my case works, it has been submitted. At least I
know to tweak this setting format.

For such extreme cases, wouldn't it be better if the user could
control which extension is being used? For example, she would need to
force LyX to use the extension of the file originally supplied in the
insert graphic inset ('fig.pdf') and LyX would automatically add this
extension to all included graphics, respectively.

in Germany is a Organisation called Duden the highest Instution for correct 
Grammar and writing form Words. They sell a Software wich can be used with for 
example Libre office. Is there a way to integrate this software in Lyx for 
checking the right way of writing.

And BTW: It's a common misunderstanding (but not true) that Duden is the 
highest Instution for correct Grammar and writing form Words. Duden is not an 
institution nor an organisation, but a commercial brand of the 
Bibliographischer Verlag publishing group. The Duden orthography is by no 
means more official than any other orthography, even less is their grammar.

Shouldn't be: there were no obvious changes to the way LyX saves its
files. They're still plain text files that can be opened and edited by
any decent text editor. Have you tried with other editors, such as
Geany? Have you tried opening the files _from within_ the editor?
