I'm not sure of the LUA context. However, I've tweaked todonotes in LyX by
going to

Document > Settings > Local layout

and adding the following line:

PackageOptions todonotes
"colorinlistoftodos,backgroundcolor=green!40,textsize=tiny"

Can someone in the meantime tell me how I can use that instead of
