No drama whatsoever for 10 years or so when downloading from TUG and
upgrading (annually).  But then I have a shell script to do this for me.

I have now installed BasicTeX on one of my boxes as a homebrew cask and
will see what happens when the annual upgrade comes round.

Never mind that I don't know what upstream tex is nor package installed
tex.

In the past, I've had a lot of problems operating with both upstream
tex, and package installed tex. So I recommend removing the package
installed tex, and installing the upstream. See
https://tug.org/texlive/acquire-netinstall.html for how to install from
upstream.

I am not sure I understand what you are trying to say.

Fire up LyX and do a Tools -> Reconfigure. Restart LyX and open
or create a document. Then hit Command-R or click on the icon with
the two eyes.

Most likely you are connecting to a keyserver which is down.
You can try different server (by passing it through 
keyserver parameter). Server hkp://keys.gnupg.net tries
round-robin for multiple servers detected to be online,
so try e.g.:

gpg --keyserver hkp://keys.gnupg.net --recv-keys 
FE66471B43559707AFDAD955DE7A44FAC7FB382D 

If it does not work please provide exact error message, cheers,
