Usually the trick is to add a protected space in stead of Pretext, so

Comments are supposed to only show up in the LaTeX file if you export to
TeX.

Idea:
Add to the context-menu of the label a command like Insert
Cross-Reference at Cursor Position, or a Copy as Cross-Reference
(which can then be pasted at the cursor postion).
We already have this, you could shout a little bit to have it available
in LyX 1.6.2.
