Bruh,

There are ways of doing this in LyX, using ERT for example, but if the 
frontmatter requirements are very specific the simplest solution is to create 
these front pages separately (in LaTeX, for example, or perhaps a DTP program 
such as Scribus) and merge the two PDF files using Pdftk 
(http://www.accesspdf.com/pdftk).

  The KOMA-script report class has greater flexibility and capabilities than
does the plain report class. You can add a logo above the title, below it,
or on a different page. Other pages can be created as you wish.

  Create two (or more) pdf files. Then use pdftk (the PDF Tool Kit) to
concatenate them. For example:

To get MS-Word margins

Go to Document  settings  page margins
and use Top/bottom 2.54
right/left margins 3.17.

Another options is to plug into the preamble

\usepackage{geometry}
\geometry{verbose,letterpaper,tmargin=2.54cm,bmargin=2.54cm,lmargin=3.17cm,rmargin=3.17cm}

But then, if you have a heading, you need to fix that, because it will still
be in default,  more narrow.
