  Now I see that the default ui has changed. I copied that to ~/.lyx/ui/ and
adjusted my classic.ui to add the math_panel.

Guenter,

  I sure do: the classical UI. It's selected in Edit->Preferences->Look &
Feel->User Interface.


What happens if you temporarily rename the ~/.lyx dir to ~/.lyx.bak, say
(assuming a Unix-like OS).


  Done this in the past to try to isolate problems; it just screws up
things. And I run only linux on systems here.

Do you have a configured *.ui file? 

What happens if you temporarily rename the ~/.lyx dir to ~/.lyx.bak, say
(assuming a Unix-like OS).

  That would work ... if I had a Toolbars menu under the View menu. I don't.
Only options to view the document.

Maybe you could have a look in View->Toolbars, and check whether the 
Math toolbar is selected.
