To the wiki! And then people can/should add descriptions of what all these
packages do,
and how they should be used.

This will be double work. We already have such a list for all packages LyX supports, including a
short description in the Help menu in the file LaTeXConfig.lyx.

Besides this, the TeX catalogue has this information for all! packages:
http://www.ctan.org/tex-archive/help/Catalogue/alpha.html

To find out what package can be used for special purposes that LyX does not yet support, one should
at first have a look at the EmbeddedObjects or Math manual. If one cannot find a solution, the TeX
FAQ describes what packages can be used to solve a certain problem:

I've been wondering recently if LyX ought to provide native support for
 this.

I would welcome this. The package description says:

LaTeX policy is that things should not change, between releases, in a
way that will cause incompatibility with old documents, or will cause
typesetting of an unchanged document to change.

Nevertheless, there are problems in LaTeX that it “would be nice” to
correct; fixltx2e provides a home for these corrections.

If LyX policy allows for subtle changes (improvements) to existing
documents with e.g. the step from 1.x to 2.0, fixltx2e could be used
for all documents. Otherwise it could become an option.
