This is one man's opinion. Seek other opinions.
I think the reason they dis-recommend "Here Definitely" is that it doesn't
give LaTeX wiggle room to optimally format pages.
Personally, I think that in some cases the uglier page formatting is a small
price to pay for being able to say "As you can see in the following diagram"
instead of "As you can see in diagram 4.3 on page 85", forcing the reader to
flip around looking for the correct diagram, meanwhile losing his train of
thought. Then of course you can follow the diagram with "in the preceding
diagram, not that..." instead of "in diagram 4.3 on page 85", thus messing up
the reader's train of thought again.
Sometimes I don't even use floats, but just put the graphic directly in the
document. If the graphic is referred to only immediately before and
immediately after, it doesn't need a title or reference number, making
everything simpler.
It's been my observation with LyX/LaTeX that whether you insert directly, use
a "Here Definitely" float, or let the float totally govern placement, small
graphics work out well, while graphics approaching a half page or more
invariably page break in an ugly matter. If I need a really complex diagram,
I sometimes format it to take up exactly one page, although sometimes TeX is
so stupid it prints almost empty pages before and after the whole page
graphic.
As I mention, get other opinions.
