According to Leslie Lamport, (Latex, second edition, p.97), the
difference is as follows.

The \newpage command is the analogue of \newline, creating a page that
ends prematurely, just at that point. Even when a \flushbottom
declaration is in effect, a shortened page is produced. The \clearpage
command is similar to \newpage, except that any leftover figures or
tables are put on one or more separate pages with no text.
