Make sure you have the parallel.sty package installed. It is part of a
complete texlive install.
In the preamble:
\usepackage{parallel}
In your document:
ERT \begin{Parallel}{5cm}{5cm}\ParallelLText{
Section heading in first language
paragraphs of text in first language
ERT }\ParallelRText{
Section heading in second language
paragraphs of text in second language
ERT }\end{Parallel}
Shared figures/tables outside the Parallel stuff
ERT \begin{Parallel} ... (your next section)
Obviously, use something that fits your page size
instead of 5cm. If one language generally needs more
room to say the same, then it can have a wider
column.
I only gave this a quick test, but at least it worked
with page breaking. (multicol.sty with manual column breaks
doesn't do this well at all.)

It seems it's a problem of keeping the columns independent. If it is possible
to say LaTex to use a column as a page, then it'd be easy to tell:
