It definitely is not showing up in "Insert > Custom Inserts"? List of TODOs missing from LyX interface?

In ``todonotes.module`` I noticed the line OutlinerName todonotes "TODO" which I assume is meant to add the list of TODOs to the user interface in the manner of the table of contents and list of figures etc, i.e. having entries in both the "Navigate" menu and the "Outline" pane. However, I can't find any indication of such an outliner in the interface after adding the module and a todonnote. (I uploaded the example file to [1] for reference).
