There are three places that would need to be cared for:

a) LyX GUI (menus, help files, ...), no hyphenation

b) babel package for traditional latex

c) polyglossia package for XeTeX/LuaTeX

Only a) can be done by the LyX people.

b) and c) is LaTeX stuff. As both, babel and polyglossia are modular, this
can also be achieved with contributed langauge files without need for
changes to the package core.

If b) or c) is ready but not supported by LyX please tell how this can be
done.

i'm not sure what you mean by introduce macedonian language but in case
you also mean translating menus and dialog boxes, you can look here:

this is however orthogonal to macedonian language used in pdf output
and stuff like correct hyphenation is quite independent on lyx itself.

LyX provides an interface to Babel (and Polyglossia) for these things,
but I am not sure if it has support for Macedonian. I did find
'mkdtex', which seems to provide a Babel add-on. I don't know how it
could be used (with LyX).
