No, but you can create another table and cutpaste half of the old table into it. But what is the real problem here? If you merely need to split a table across pages, then LyX can do that automatically. Bring up the table dialog, and check the longtable option. A long table will stay in one piece if it happens to fit on the page. But it will be broken up if it reaches the page bottom, and continue on the next page. You can have it automatically repeat the headings on the next page if you wish. A really long table may span many pages. This is usually the best approach, as the breaking point(s) will be adjusted as needed if you add more lines in front of your table - or change the page size later.
