What operating system are you on? I saw something like this a long time ago on 
Ubuntu and the following fixed it for me:

  sudo apt-get remove appmenu-qt5

Using your suggestion, Lyx seems to work just fine.  Different from what I am 
used to.  I 
will use it this way and let you know if I run into problems.  Teaching an old 
dog some 
new tricks is problematic.

For starter I would try:
1. Alt+x//(you should get command buffer active, so you can 
write the command bellow, altenatively access via alt+v, b, Command Buffer )
2. ui-toggle menubar//enable menu

Exit and launch lyx again to see whether menubar stays visible.

If not, exit all lyx instances and try removing ~/.config/LyX/lyx.conf.
If that does not help, check whether you dont have specific ui in user settings 
(e.g. try to rename ~/.lyx to e.g. ~/.lyx.old and laucnh lyx).
If that does not help, what kind of desktop manager do you have? (Some very old 
versions of Ubuntu's Unity was playing nasty tricks with menu, this might be 
something similar).

Could you have installed LyX as root rather than as you?

I suspect the reason your menus are AWOL is that the .ui file being used 
is trying to load stdmenus.inc from the root > ... directory and not 
finding it. If true, that means you will also presumably be lacking the 
toolbars.


If you change the UI selection to /usr/share/lyx/ui/default.ui, save and 
restart LyX, does it start with the menu visible?

Does alt+T open the Tools menu even though it is not visible?

If so, go to Preferences ... > Look & Feel > User Interface and see what 
is set for "User interface file". If it is not "default", try choosing 
the default UI file (probably located at /usr/share/lyx/ui/default.ui).


If it is set to the default, and assuming the default is at the above 
address, make sure that there is a file named stdmenus.inc in the same 
folder. If yes, open that file in a text editor and make sure it has a 
section named Menubar listing the menus you are missing.


If you can't get to the Tools menu, check your local UI folder 
(~/.lyx/ui) and see if there is a .ui file in it. If so, rename that to 
something else (.bak?), restart LyX, and see if that helps.

F11 just minimizes the current screen and shows all other running applications.

It does not bring back the top menu.

I'd rather make a stupid suggestion than make a stupid mistake. Just
for fun, press the F11 key to toggle "full screen". If that doesn't
bring back the menu, you'll have wasted 10 seconds.
