YNT: turkish language error

Lyx version is 1.6.3 and OS is WinXP.

 I get compilation error when the following two configurations are done at the 
 same time;

 1)Change language from document-settings to turkish
 2)The ouput size(scale, width and/or height) of a graphic is altered anyhow.

 The error scheen is as follows:

 Package babel Error: You haven't loaded the option english yet.
 Package babel Error: You haven't loaded the option english yet.
 Package babel Error: You haven't loaded the option english yet.
 Missing \endcsname inserted.
 Missing number, treated as zero.
 Illegal unit of measure (pt inserted).
 Extra \endcsname.
 Missing \endcsname inserted.
 Missing \endcsname inserted.
 Missing number, treated as zero.
 Illegal unit of measure (pt inserted).
 Extra \endcsname.
 Missing \endcsname inserted.

 How can I avoid this error...

This is a LaTeX bug (with Turkish and some other languages and the graphics 
package), see

A workaround seems to be to add in TeX mode before the graphic
\shorthandoff{=}
and after the graphic
\shorthandon{=}
