Actually the InsetGraphics will have better support, the External Inset
is something different than InsetGraphics.

IG will have support for bitmap images by auto-converting them to
something that the used layout program can use. That is when using
pdflatex it will take whatever image format that you gave it and convert
it to PNG for inclusion, if you'd use latex it will convert it to EPS.

The last thing missing to replace the older FigInset is inline viewing,
and this is being worked on.

I believe that for 1.2.0, the InsetGraphics will be ready for prime time
and this will support pdflatex better.

The External Inset is an altogether different beast, it is intended to
allow inclusion of external materials, like a datestamp or database
information, or anything else that is external to LyX itself. It has
superior support for auto-conversion and inclusion, for example it will
do a better job at including xfig images than the InsetGraphics.

At a later version External Inset and InsetGraphics might be merged so
that the EI will have the inline rendering and image controls (resizing
and co) of InsetGraphics, this will lead to better support of external
material inclusion.
