AFAIK there is no out-of-the-box solution (aka some magic option) for this kind of problem that really works. If the space is just enough for an orphan/widow, but to big to be let empty, well what should LaTeX possibly do about it? Space is enough for 3 or more lines. No orphan/widow involved. Only a big blank space. IMHO this is best solved by manual fine-tuning at the very end: - I usually start with altering the size of figures and floats on the pages before the problem page. Make them slightly smaller so that an extra line would fit on the problem page or bigger, so that the empty space no longer looks that empty. - If that doesn't help, I rephrase the text so that an extra line of the otherwise orphan/widow paragraph would fit on the page. - As a last resort, if space is a real problem because I have a page limit, I start to spread negative \vspaces at certain positions.
