I also tried the todonotesalternate.  Here I found that the test area of 
the note is solid blue, preventing me from seeing what I am typing.  I 
am still missing something.

note was supposed to be yellow writing on a blue background.  This was
a personal preference so it would stand out from the main text.  You
can change the background colour (BgColor) and font colour to fix it
your own preference.  I have only tested it up to lyx 1.6.7, but on my
system I can easily read the text.

Collaborating with non-Lyx users is a problem for me as well, because I
often want to
use comments (like PostIt notes), but when the Lyx source is exported to
pdf, the notes do not appear.
If there were a way to make them appear in the pdf output that would be
a great help.

note was supposed to be yellow writing on a blue background.  This was
a personal preference so it would stand out from the main text.  You
can change the background colour (BgColor) and font colour to fix it
your own preference.  I have only tested it up to lyx 1.6.7, but on my
system I can easily read the text.

I am afraid that this answer is a bit too terse for me.
I included \usepackage{pdfcomment} in the preamble,
but that made no difference.  I suspect I need to use Jurgen's layout 
(module?) file, but I

could not find it on my system.
So I followed the Wiki, and copied Jurgen's pdfcomment.module into
my /usr/share/lyx/layouts folder, reconfigured Lyx and... nothing 
changed.  The inserted notes or comments were still not visible in the 
pdf output.

What am I doing wrong?

You probably do not load the module in Document  Settings  Module
and do not Insert  Custom insets. Regards

You probably do not load the module in Document > Settings > Module

1/ I send an abstract and a complete document written with lyx
and exported in PDF format.

2/ I send, if necessary, the whole text for lecture in epub format
From Lyx, I exported in HTLM format then I use XHTML software
Amaya and Calibre software to prepare an e-book usable with any
epub reader.

To complete the answer that I sent to lyx-devel, greyedout notes are a
possibility but not quite the thing. However you can do this manually
using Mendeley (cross-platform, and plays nicely on Xubuntu Linux).

It makes more sense, in a distributed team environment to include 
embedded forms within PDF that allow one to make their comments on what 
needs to be edited or what you would like to modify, and then in the 
post production you can strip out the JavaScript forms in the finished PDF.

It makes more sense, in a distributed team environment to include 
embedded forms within PDF that allow one to make their comments on what 
needs to be edited or what you would like to modify, and then in the 
post production you can strip out the JavaScript forms in the finished PDF.

I do lyx - latex - oo - .doc via oolatex (part of the tex4ht
package). It's a pain, but it works for me.

If you own Acrobat Professional you can activate the mark up tools enabling
them to work in the free Acrobat viewer, but there are lots of other
programs that will allow marking up PDFs.

Although our books were written in Word, the publisher sent the proofs back
to us to check (after they had edited them and messed up several bits) as
PDFs, and we were expected to mark up the PDFs to send back to them for them
to make  the corrections.

This was because by this time they had converted the Word files into their
DTP program and the problem was now reversed ie we didn't have the DTP
program to allow us to edit their chosen file format.
