Indeed! texhash in users mode doesn't work but it does work in administrator mode (I used sudo). After running texhash in administrator mode kpsewhich returns ./rotfloat.sty from anywhere and not just from the directory in which the file is located. I tried my LyX document and it worked. Thanks
