Kevin sent me the files. From what I understand, the key difference that
solves Kevin's problem is using the following custom binds:

Format 4

Hi Kevin, this is strange. Can you please try the following:
1. Go to Help > About and note the location of your user directory.
Also, what is the LyX version reported there?
2. Exit LyX.
3. Move your user directory to your desktop. Please do not delete this
directory. It could be useful as a backup and also in case we need to
solve a LyX bug.
4. Start LyX

After 4, does LyX take a while to start? This is normal because it is
reconfiguring. After it starts, do you still have the problem? If yes,
please send us your user directory that you moved to the desktop and the
user directory that was created when you started LyX in step 4 so we can
compare the two.
