If I am not wrong, you get this for free when you use the book class (or a derived one) and you choose the two-sided option in
Docuemnt Settings.

What I do in book(Koma script) class, by using Addchap environmet to write Part
I or anything like that in a book manuscript. It behaves like the chapter
environment, always in odd page (recto page).
The addchap will allso be automatically read in TOC.
