In book(KOMA script), you can use Part environment, and page layout double-sided document (document-setting-page layout). What I do in book(Koma script) class, by using Addchap environmet to write Part I or anything like that in a book manuscript. It behaves like the chapter environment, always in odd page (recto page). The addchap will allso be automatically read in TOC.
