Unfortunately you would have to create one.

But to convert to a .lyx-file you could use
tex2lyx -c article article-OP18.tex
which creates article-OP18.lyx. Not ideal, but you get
something which compiles (though with warnings).

This file is part of his provided zip-file. What he needs is a _new_ layout 
file.
The name should be class-OP18.layout.
We provide already article.layout, which could be a start-point to create 
class-OP18.layout.

This does not sound like a LyX problem. You need to install the .cls file 
through your LaTeX system as far as I know.

This very much depends on the template in question. 

Simple ones, based on standard or popular contributed document classes
should work by importing the *.tex file. 

If you want to use them as LyX template, you can save the converted (and
maybe cleaned up) LyX file in the template folder.

Templates defining custom macros or a completely new class will need a
corresponding "layout file" for LyX. Creating such a layout file is
described in Help>Customization.

You should name the template itself since there should be an equivalence 
already in lyx, or perhaps not, but somebody may already made the required 
module

file... Could you post your file, or at least a shortened version

Try File->Import->LaTeX. To do it by hand (to fine-tune the
result), you can use the script 'reLyX' (do 'man reLyX for details).

your messages in HTML. It is a bit annoying for those of us who do not
use netscape to read e-mail.
