You have a book class. Books are printed double-sided; therefore a new chapter is started on the 
next available right page. In case the previous chapter ends also on a right page, you get one blank 
page.

I'm struggling still, though I can now see some progress...

my input ms or in the output dvi. What should I be looking for, anfd how

At least in the Book class you can fix this in Document/Settings. Under
Class Options choose Custom and insert openany.
