Oh that type of split key board. Try this.
1. turn the rotor to edit by placing 2 fingers on the screen and turning until
you get to typing . I flick once like those nobs where you turn and let go for
the option. Note that you must be in an edit field for this to happen.
2. flick down to touch
I never got the idea of split typing. I never was good at typing on the
touchscreen anyways, but since my Apple keyboard is on its last leg, and I'll
have to give the braille display back to the school from where it came for the
summer, I want to learn ways of being faster on the touchscreen.

You couldn't install it directly through Safari, you'd have to find it in the
downloads folder, but yes other than that to my knowledge it should work as you
described.

Another way I found to do this is start on a blank page. Move two apps to it
and merge them. You have to move one a very small amount so it is easier.
Then move one app at a time there until you are done with that folder and
move the folder back to the first used page. Continue doing this until you
