I apologize. I had assumed that Safari would behave like other
application in relation to last phrase spoken to clipboard but after
trying it again I see your problem.
However this issue has been discussed on Apple Vis and a solution suggested.

If you own the excellent Voice Dream Reader IOS app (VDR), you might try
opening the website in VDR and selecting / copying the text using the
alternative method provided in that app. It’s still not a perfect solution, but
is better than the default method provided in IOS, IMHO.

The problem I was having on my Mac, is that my right command key will not work
for this or any other hotkey that uses command as a modifer. That was the
default setting on my Mac, and though I think that I know where to change it, I
have not. The right command key works as expected
I forgot to mention also, to turn the rotor on, while moving through the text
you want to select.

You can also copy selected text by pressing the Share Button in Safari. This
eliminates the need to use the rotor to select. edit. Either the suggestion
from Applevis or Share will work.
